The essence of this scheme is that the Secretary of State must lay down as a standing instruction that a sum of not less than $400,000 be voted annually on the Estimates for an improvement fund, no matter whether the whole of the funds voted for the same purpose in the preceding year have been spent or not. Continuity of policy will thus be assured.
Property in the City of Victoria is so great in value that it would be useless to attempt to carry out any improvement schemes that will be large enough to have any really beneficial effect on the sanitary condition of the City for a lesser sum than the $10,000,000 which the contribution of $400,000 for 25 years represents. It will probably be found that the average value of properties to be resumed will be about 15 dollars per Square Foot. The average Chinese house is about 50 feet long by 15 feet wide. This gives an area of 750 Square Feet per house and about 55 houses to the acre. Roughly the value per house will be $10,000. For $400,000 only 40 houses can be resumed and the population displaced would not be more than the building operations in progress on the Praya reclamation and in Kowloon can provide for.

I do not agree with you that the Sanitary Board is the proper body to advise the Government as to the insanitary areas to be resumed. The Board has a number of well-defined duties allocated to it by Ordinance and these duties are sufficient to occupy its time. Its Unofficial Members are not selected
